I think that it would be simpler to have a brief tooltip or other mechanism explain how to open a new window though. The user would learn something that would be useful on other sites instead of only how to work a script proprietary to one site.

For the sake of example, here is another mechanism that doesn’t require a toggle and provides the usual one-click gratification: http://www.ie7.com/. An image could be used here too, but that’s more likely to cause confusion since the user may think that that means that the initial hyperlink opens in a new window.
